Director of the Cyber Security, Risks & Digital Security Online Programme

Biography

Sergio holds a Bachelor in Chemical Engineering from Rey Juan Carlos University and is a certified chief information security officer (CCISO). His career was initially linked to the development and management of technological projects in the financial sector.

His first role was at Accenture, where he participated and led projects for the development and support of technological architectures and applications, as well as defining and executing financial technology strategies. In 2009, he joined the Bank of Spain to lead the technological development and implementation of a new European infrastructure for financial markets (TARGET2-Securities), together with Deutsche Bundesbank, Banca d’Italia, and Banque de France, for the European Central Bank and the Eurosystem. In 2017, he became head of the risk and information security unit, where he is responsible for information security, cyber security governance and strategy, and technological risk management at the Bank of Spain. This role also makes him the institutional representative on these matters before the relevant bodies and at national and international forums. At the same time, he was also responsible for business continuity at the Bank of Spain.

As an expert in cyber security, information security risks, cyber resilience, business continuity, and financial technologies, he has extensive international experience. He has held various positions of responsibility at Eurosystem’s financial market infrastructures since 2009, and is currently the Bank of Spain’s security officer for those infrastructures.

In 2011, he began his teaching experience as a lecturer for the Master in Information & Communication Systems Management at the Polytechnic University of Madrid. Since then, he has taught at several business schools and is currently director of a cyber security chair at one of them. He has been lecturing financial technologies at Centro de Estudios Garrigues since 2018. In 2020, he began developing a cyber security programme and became the director of the Cyber Security, Risks & Digital Security Online Programme.

He is a member of several associations and initiatives in the field of cyber security, as well others related to technologies like artificial intelligence. Notably, he is a member of the Spanish Association for the Advancement of Information Security (ISMS Forum Spain) and a member of ethical IA observatory OdiseIA. He is also a cyber volunteer at the Spanish National Cyber Security Institute (INCIBE). He has contributed to various Spanish and international publications and has led the development of European policy and regulations in the field of cyber security. He has also been involved in the publication of a reference guide for the sector, titled ‘Guía para la gestión de crisis por ciberincidente en la cadena de suministro’ (in English, ‘Guide for the management of crises caused by cyber incidents in the supply chain’).
